FIX Firestorm 15

Hi, Firestorm 15 is supposed to be NOD vs GDI, but this actually don't work, seems someone forgot to change something in server configuration. Can you fix please ? Thanks

You just gave more bonus to players that got a bubble advantage, and worse bonus to players that got the bubble problem drop first day, what a nice way to fix a bubble problem...
