During miscommunications along the super highway there shall be an argument between your computer (client) and the server (host). The code that resides at the host is the master and controls all the validation keys. Anyone attempting to perform game play with instability issues during this time frame risks losing that game play. The host has no other information than to consider the game play invalid / illegal / cheating and to disallow those actions. One second a client has level 35 units and the next the units are suddenly level 65, with no record or trace of the upgrade. In these scenarios, the host simply orders the client back to level 35 and removes the anomaly since the client cannot prove the upgrades are valid (cheat, hack or otherwise).
This is no fault of the host and there is absolutely nothing they can do to help in these cases, again because there are no valid logs or evidence. If a client is attempting game play and the game seems laggy or delayed, it's probably best to find a more stable internet connection or risk losing everything.
