The plan wasn't particularly to award them but withhold use. It is side effect from the fact that the use of the repair crates was forbidden at the very start of the WCS 2019 when it was realised that they could be bought as part of a super pack.
The crates were awarded to every world, it is only after complaints that it was realised that they'd be unable to be used on the WCS 2019.
