Low FPS is invariably a local issue and not a game issue. Background programs and downloading updates can all reduce the bandwidth available for the game resulting in low FPS as can some scripts.
If possible try a different computer and turn off any background programs except anti-virus and anti-malware (although they can be the cause of low fps too).
The fact it is slow when you're typing in this forum is another indication as worlds are not on the same servers as these forums which are operated by EA (NOT Evision).
