Supplies on Tib 46

When I go into the supplies in Tiberian 46 it won't let me use the supplies. Does anyone else have that problem IT is on Tiberian 46

Yes it is I'm at Second Lieutenant (10) and it is showing supplies at General (20) and at Second Lieutenant (10)
