Upgrading Power Plants but no points added to the base level

When I upgrade some of my power plants on Tiberium 38 I do not get any points added to the base level ?

I have been monitoring this for quite a while and wondered why this is happening, a bug ?

Hello commander,
I'll you tell me when you tried to upgrade bases last time it worked and when you noticed it was not working anymore. How many levels did you try to upgrade.

Even at high levels when you upgrade Power Plants, you do not get base level points added. Some power plants you get points for when upgrading, others you don't. It's doing the same thing on W56. Is this how the game is supposed to be?

Also, I made a new post and wondered if you could help me with that.
