World Clock problems remain on Veteran 8

Ruin expiration times are inaccurate.
https://prnt.sc/vgggxc game clock time option set to World Time
https://prnt.sc/vgghl8 ruin expiration time for base destroyed yesterday
https://prnt.sc/vggi4d ruin expiration time for base destroyed just now
I suppose Hub activation/deactivation times will likewise be inaccurate and therefore make coordinated population of hubs more difficult than it should be if the World Clock time was accurately displayed.
