So I decided to test this. Right now a few characters have the Free on them, but since I'm going into the Unemployment Office I notice it's Kirk. He has about 17 and a half minutes left, but the Free is all blue. I go into the Job Manager.... all I see is select the various hours to spend donuts, which is what I don't want and not what I was suggesting. Just for giggles, I clear away the ones that are already ready, the Job Manager now only says spend money to start their missions at whatever hour. Not what I suggested which was to select Free, Kirk is still at Free. I go to Town Hall, all any of them say including Kirk is Go To, which defeats the original purpose of the post. So, unless there is something I missed, where you can please explain precisely what I need to do, my original suggestion for the developers stands.
