Like many of the stonecutter items, its conform-o-meter stat is obedience. In case anyone was still wondering.

The op may have already made his purchase but I would pass on the store. It's very meh it's only plus is being limited time. The pyramid (also limited time) is more expensive but much cooler. I would get the pyramid. Otto is awesome but he's not going anywhere you could get him later.

I say get em both! The pyramid is amazing, and the Abandoned Store is one of the cheaper premium items. (I wish it had No Homers tasks, but I know what it is, so it amuses me to have it.)
That said, Otto is great. I don't regret buying him, but I would have delayed the purchase for stonecutters, if it had come to that.

If you really want the store, I would go with the Store considering it's "Limited Time". Otto will always be there and like you said, you can easily get the 20 additional donuts you would need by getting a scratcher or two. Also by leveling up through bonus levels, collecting bonus emblems or finding them in friends towns.

They should give Number 1 a task there after the event. 4hrs - Attend the No Homers Meeting

They should also release Homer Glumplich and give him a task there as well.

Agreed on these 4 points

I did end up getting both. I do like the abandoned store and I set it up to look like the concrete is overgrown with some greenery. I think it looks decent (wish I could detail it a little more or had a dead tree or two to add). And it did raise my obedience.

As for Otto.. he's a great addition to my town. I still won't be getting the pyramid, so that's a bit depressing. With the way my Stonecutter stuff is set up, I would have to completely rearrange a large portion of my SF or place the pyramid in a distant area, so I suppose I can live without it. Plus, I'm hoping for some good items for the July 4th event and would rather not buy more donuts til I decide what I want from that. On a side note, really wish the Gil sale was half-price donuts as I see it being mentioned on a few threads that it has happened before. That would be epic. Or, if a boatload were to cost 60 usd instead of 100 on a permanent basis, I would buy it once every other month or so. Wishful thinking ofc... As of now, I've never bought more than 300 at a time and always feel violated when I do lol.
