For me, it's a mixture of both. If an update is coming, I make sure not to task anyone because I don't know who's going to trigger the quest line in the next update. Otherwise, if there is no update, I still may not always task people. I have all the land and such. So I no longer need the money they bring in. I task them whenever I feel like it, if I feel like it.
Also, if you task a character and the timer runs out, your neighbors would see them not doing anything. When you check in, however, you see them with a thumb up over their head when you open the game.
And origin isn't always correct. I know of at least two people that haven't played in awhile that origin shows they have checked in. (I believe the log in here would trigger it.) And I know that others do not show they have logged in and yet the characters are always busy doing stuff, so you can't go by that.
