Dirty streets?

I haven’t checked into the forum in a couple of months, so I apologize if this has been answered already: I noticed there seems to be dirt on the streets and I saw an empty can in a parking lot. Has this always been there and I am dumb for just noticing it now, Or is it new? I did search the forum, but didn’t find anything.
