I got my percentage to 2000 last year and spent many boring nights watching tv and buying rat trap trucks so I'd never have to do it again. I then packed up any deco with a modifier that wasn't part of a design.
I just checked, and I'm at 800% now. I was surprised it was still that high, but I made a point of making designs with wailing walls, apple trees, billboards, and the like. With all the glitches in this game, i can still sneeze in my town and get free donuts.
