If you don't have Squeaky Voice Teen, Kearney, Blue Haired Lawyer, or the Tire Fire yet, mystery boxes will be your best bet. Even if you have them all, it's still a feasible way to up your multiplier via news vans and I&S billboards. Otherwise, Akira, Jub Jub, Moleman, Dr Nick, and Bumblebee Man are good choices. Either that, or wait for a rebate offer that interests you. They come around pretty often.
Are the tourists still being offered? That is going to be an amazing deal if you are looking for value. Not iconic or even canon, but three playable characters for 60 is pretty great.
