The sign and fountain don't have anything to do with the Aquaworld bundle so you should be okay with buying them and not locking the bundle. It's the Aquaworld Prison Tower which locks the Aquaworld bundle. If you wanted to buy some prison towers, buy the bundle first before you buy the prison towers.
