can't use pavement under Monsarno buildings??

Question

I'm assuming it's because they are a "green" supposedly environmentally friendly criminal organisation. But I might be wrong. I'm on iOS and it doesn't look like I can place pavement. Not too bothered as I've surrounded the buildings with trees in a park environment.

Someone on here posted a step by step guide on how to do it about a week ago but I can't remember who it was but I know that there is also a step by step on tstoadditcs site if you want to know how to do it.
