Character Groups and associated Cecil's Tasks

I'll be honest, I'm only tasking the Monsarno characters and the Cecil daily task people but I don't worry about keeping any free, I'll just store Wiggums house to free Ralph or the police station to free Chief Wiggum, yeah maybe I'll lose a round or two of fertilizer this way but to me it's better than keeping Ralph free and not needing a dimwit or a kid
