Characters not visiting SH or NW territory?

Anyone still having problems with no characters, unless they've been assigned a job in SH or the new territory? My game is still doing that, even though I have dirt roads in the new territory and in SH I have regular and dirt roads.
None of my characters will travel through my tunnels unless they've been sent to a job the other side of it. Only exception is the Wiccans who don't move from the dirt road in the new territories.
