Characters walking off roads/pavement

With the new land expansion, I ended up with a vacant area near Burns casino. When I first login I tap buildings, and before I'm even done they just seem to have gathered there on their way to the casino. Way easier than searching, and am hoping it makes it easier for neighbors too.

I find they tend to congregate around the casino anyway. I'll tap buildings and characters around town and head down to the casino and there's like 10 of them or something.
