The weekly tasks do not have to be completed in the order they come. I sent Apu on his stockpiling gifts task, which is 12 hours, then I immediately got the second task which was collect 40 baubles, and that one finished before Apu's task. Whether that's the general rule or just in the beginning, I don't know.
