If it is an issue with having all the characters in that set, I do have them (I'm at level 24) but some of them are in tasks at the moment. Perhaps if I sped them up??

Kang was a character released with the Halloween update and is no longer available. To unlock him, you would have had to spend 150 donuts on the Ray Gun.
