Regarding upgrading your cannon, I think you need to collect enough bells to unlock the Cannon Control Building prize, then you can collect cogwheels to upgrade.

I have 1200 bells so far, obtained the North Pole sign, and visited most of my friends. No sign of cog wheels yet. I assume there will be a near future quest, as there was for the Feds, that will start that process. No worries.
