Regarding upgrading your cannon, I think you need to collect enough bells to unlock the Cannon Control Building prize, then you can collect cogwheels to upgrade.

So you can only deport 9 elves every 4 hours? Also, when I logged in once, I had a handshake on my elf cannon and I lost my shot when I tapped it.
