I think it's pretty extreme to remove 'naughty' neighbours. It doesn't really bother me if someone drops a naughty present in my town.. Well it does a little as imo everyone should just be nice but each to their own. It just means I will never drop anything in their town. If a neighbour drops a nice present, I make sure I return it to them.
I also look at the leaderboard when I'm dropping my 5 presents and I will only pick the neighbours that have the majority of nice.
