I think LPN hinted at a return of Brandine, but I have yet to see any indication anywhere.

I'm thinking, since the predicted donut price is lower than the orphanage with Ronaldo and her float has a multiplier, maybe she's just an NPC?

She'll be a full character as her donut price is too much for an NPC and NPCs don't come with decorations
