I got 5 donuts 3 days ago.
I just did some quick research. KL was released on July 31. Which was 58 days ago as of 9/27. It took a few days of questline progression to reach and build the sideshow you. 300 balloons are popped in 100 visits. I visit sideshow you twice a day. So give or take a few days most frequent users will be hitting #300. I believe that explains the rise in donuts found.
Also I know it was rumored that there was a 1% chance but has that ever found to be accurate. And even if EA has stated a 1% chance, that does not mean they have delivered. (see donuts in snake eggs or the previous premium content bonus % issues).
If the 1% were true I would have expected to hit donuts an estimated 3 times by now.
