I'm inclined to agree with devil. There's lots of devices out there and older generations don't have the processing hardware to keep up.
It's like the teacher who teaches a subject to the level of the slowest kid in the class. EA contains the limit to the lowest device capabilities.
If EA made it so moving from one part of the map to another triggered a reload (much like when you visit a neighbor's land) then it would give you want you wanted.
