I think that's a great idea, and would extend that to hedges, trees, and any other "border" type of item. The only issue I can see, though, is that roads are free, and those other items cost in-game ...

You should be able to drag fences and then just pay for whatever the cost is. If a fence is $20 and I drag 5 fence pieces, then, I pay $100. Shouldn't be complicated.
I play clash of clans and they have something like that for fences. You just pay for whatever you drag and if you don't have enough money, it just stops a the point where you run out of money. Pretty simple.
