No. The only way to get the runway bits was through the luggage boxes

Good to know I didn't somehow miss them. After pretty much every event for the Family Guy game I come across posts on its board asking which items people picked up at the end of the event and its all stuff I never even saw was available to get so I thought this might have been the same even though I was crafting slum houses right up to the end.
