Just like raising the cost of cigarettes doesn't deter smoking, the increase in cost to rush a job won't stop the "mine mine mine now now now" people who are used to getting what they want as soon as they see it.
I do appreciate your concern though. But since I've never been able to afford wasting donuts to rush a job, i am ok with them raising the rate higher and making their money off the people who apparently have it to spare.
