Fed issue when not checking town for a while.
Could this be something as simple as the time zones of your neighbours maybe? Some mornings i have loads of handshakes cos i havent cleared my town out of feds/agents so people have to tap the bui...

If their Fed's are full during your regular visiting rounds, I suggest a 'tap' just to get your timer going. Then you can come back later to give the rest of your Fed's to your friends like you actually wished to do in the first place. At least, that's how I play. :)
The only issue is the clock starts counting down with the last tap, not the first tap.
