Close your game and restart. I got the update on my iPad when the game crashed. I was still doing Friend Actions in my Android game, and didn't get the update until I closed the game.
Apparently you can only set fire to certain buildings in your neighbor's towns.
And now I can't continue without breaking a bunch of characters out of task...
