Nope, not nearly that simple. There are many people with more than 100 posts and no avatar, there have been some with less than 100 that get promoted. It all has to do with being very active in the few days leading up to the 22nd of the month. Not sure what the threshold is, but I don't think anyone has been able to give an exact formula for it.
