I believe the whole idea here is to slow down our acquisition of land while still giving us land to acquire. All the medium and high end players immediately buy any new land released, fill it with junk, then start squalling for more. By making EVERYONE wait until they've earned Land Tokens it slows everyone down to the same rate - and forces people to play to get the land tokens.
The game has started to be overwhelmed with content from the latest years, primary being the buildings (some are a bit large because their design requires that). I mostly "consider" them "junk". I'm saying in this form because as @ZennGlenn said above, I'm a city designer and I usually like to work only for one building for 4 parcels of land in a square form which is a lot. I cannot reduce the design, maybe I could do it with 3 parcels horizontally or even 2.5, but the item limit comes in and I'm stuck, I can't design and place my ideas on the land, resulting my own buildings to be placed as "junk", but organized of course. Now that I can't extend with the available land, I have to deposit buildings in my inventory, buildings which are not character related, and those buildings generate a lot of cash with my 600 multiplayer.
Therefore, I'm forced to accept these conditions, as result, my city is still
filled with junk aka buildings waiting for further land expansion and raise of the item limit. Of course, I cannot lie, with all the sealed token parcels, I could had four empty columns from the right side of the game, which is a lot of empty space, but again I'm somewhere at 150 item free to place on my game and I use those now to earn KEM donuts.
