I've asked this question a couple times as well and, since I couldn't find an answer, upgraded to level 28. The improvement is marginal: at level 28, I get 6, 9, and 15 DNA for the 3, 6, and 12 hour tasks. I think level 20 will be optimal for most people. (I decided I can live without the Farmer's Market if it gave me a better chance at opera seats and flower walls.)
