During non events, I don't send everyone on tasks, mostly the first few (Homer, Bart, Lisa, Apu, etc.), or characters stuck in the vast emptiness of the barren wastelands that are in my town. (Nice, orderly gridlike squares with nothing in them like we're in Centralia.)
Or, stuck on my Squidport, because I hate when the non boardwalk people get on it because they never leave.
