- I've completed every event without doughnuts, for the most part.
Playing every four hours is usually a good standard with events. The criminals in this event max out every 5 hours. Also, get yourself some active friends to replace your inactive friends. Put your name on the Add Me thread a the top of the page or just add the people who put their names up there. - Been playing since May 2013. Completed all events - well, except a couple of Easter 2014 tidbits - without donuts/rushing...

I play the game around every 8 hours and visit neighbors as much as I can (I think some of them are now inactive)
Any advice for the next task?
Here is your issue if you want to do these events its almost mandatory to play every 4 hours or more.
I have done every event without spending doughnuts and get all prizes. The only time i spent money was during that easter fisciso for sherri Bobbins, and i did manage to get her. - Well I usually have at least one premium item helping me during an event, but rest assured... the game gives freemium players enough time to complete events. Now, you can't play infrequently and still expect to get everything. But if you play a few times a day, you should be fine.
- I've completed all events since Halloween 2012 without donuts except for the following:
Easter 2014 - Did not Complete since it was a rigged BS event
Halloween 2014 - Did buy that rigellian hunting license thing with donuts
The most difficult event to complete in my opinion (that was POSSIBLE to complete, stupid Easter) was the Whacking Day event. I almost didn't complete it, but with the help of a dedicated egg buddy I managed it right at the end.
By complete, I mean get all prizes that can be obtained without donuts. - I've completed a great many tasks without donuts. Quite a few events, too. My first event was Halloween 2013, and I completed it and nearly every subsequent event without having to spend donuts. The one exception was, of course, Easter, which I did not spend money on and did not complete.
- I've never had an issue completing an event/ getting all prizes (with the exception of Easter  ). The only time I used donuts to speed up a task ( using only 4 total donuts) was at the beginning of the Superheroes because I wanted
Plopper.
I do not have nor have I ever had more then 65-75 neighbors. I do delete those who never visit me or those who have nothing to tap during events.
But as Snakeeyes said, the key is playing about every 4 hours. If I wake in the middle of the night during an event I check my town.
Good luck with the next event. :)
Edit: I did not realize the nasty things which grows in my flower beds and thus I pull out on a regular basis is a banned word. Changed to delete  - I have both a premium town with 100 neighbors and a freemium one with 30. I have completed every event except last EAster *grumble, grumble, grumble* with both towns. I do not check my freemium town as often, but I do visit neighbors regularly from both towns. I do not check either town at 2am.
The real difference is I find I finish easily in the premium town while cutting it a little closer with the other. In parts 1 - 3 of this event, for example, I only got 1 or 2 bonus donut games in the freemium town compared to 1 or 2 a day near the end of each phase in the premium! - on occasion I'll use a donut or two just to get the first task accomplished so I can start the event, and I have never needed donuts to finish an event, unless you count the Scottish event, where I spent waaayyy to many donuts to make sure I got Sherry Bobbins. But I could have finished the event without doing that.
- For this event you got four times as much event currency if you cleared the signals left by your neighbors within four hours.
