- Don't they give out handcuffs? I thought that was one of the elements in some of the crafting items. Or maybe not?
EDIT: Ninja'd by neuroheart. One-word answers are quicker. :) - I think It depends if you have crafted the buildings you want. If you don't want to craft then you don't need to fight them. If you want to craft you will need handcuffs & you can only get them by fighting the felons.

Yeah, but handcuffs are pretty limited. I wouldn't want to lose out on any of them while waiting for the next phase.neuroheart wrote:
