It came out during both Christmas events so far. Unlocks when you purchase Santa's Village which according to the wikia cost 200 donuts.
He has three visible tasks in that skin. One is the sleigh ride which is his 24 hour and awesome, another fun one is getting stuck in the chimney his 4 hour.
EDIT TO ADD: I will be very surprised if they do not bring it back!
