How can I get cogwheels?

After you win the Cannon Control Building (the 2nd prize in Part 2), you will be able to utilize cogs. At that time, you can get them from elves (30% chance, I think). Your daily combo thing can also give you cogs. Check out the stickied walkthrough at the top of this section for more.
