how do neighbour visits work
You have to wait for neighbors to catch up. I only have about 5 neighbors that I can "surveillance". You can tell when they have cameras instead of the regular $ icons

It was kind of strange.. I just cleared 3 actions in MY OWN town from a Friend but 2 of the actions were the "Spying Pyramid" symbol and the 3rd action was a regular handshake.. All 3 actions were from the same person.. I need to find more info on this event! Heheh!
