How many emblems you get from friends spying on you is dependent solely on how quickly you clear their surveillance. If you've only been getting one, you've been waiting several hours.

The reason you got five emblems from your Burns' Manor is because you cleared the pyramid shortly after they spied on you. The number of emblems decreases over time from 5 to 1.
