I voted no. You are still playing the game that has been presented to you. You are clicking the buttons that everyone else has available to click. Just because doing so in a certain order produces results the designers may not have intended, that doesn't mean the user is doing anything wrong. You're still just playing the game. If a game developer really feels a glitch has a hugely negative impact they will patch it, roll back accounts, or even shut the game down until they can fix it. There is always a chance you may lose anything gained by using a glitch, but it's pretty slim.
Doing anything to the game without using the resources given to you by said game is cheating. Running a second background program, downloading an apk hack, or even buying game resources from a third party source are all obviously cheating to me.
That being said, something like setting your phones clock up or something doesn't count. While it is using an outside influence, if people are still releasing games that are this easy to "cheat", its their own fault.
