I do think this game can be seen as a competitive game. There are always those that want to be first one to get the update, first one to complete it, etc. It's also competitive how well your town is designed, which is why there were competitions on the 'best' designed area. Finally, it's also competitive on the rarity of the items owned. There are people that want to keep exclusives gone forever, while new players get jealous of those that have them.
I look at things like that as more of a rivalry thing, an internal competition, but whether or not you (random player who is not my friend in the game) have things does not affect my game. So it might be a bragging rights thing, but it doesn't affect game play except for you and your friends. If you don't participate in stackables, you don't "lose". You just might not collect donuts as fast as others, and that can be rectified by purchasing them with real cash.
