Nope, sorry, I think you're incorrect again. Building a section and stacking handshakes on a section are related things because you must have the first to have the second, but they're different processes. The stackability isn't a glitch just because the boardwalk section can't be built due to other bits of code in the game.
You could still stack handshakes on your farm, channel six, or stage if you have one. You aren't excluded from stackability entirely, you're just prevented from building a new boardwalk section. (I am too, by the way.)
The racetrack glitch was repeatable. It was fixed a lot sooner than the tile glitch because it had a far greater impact on the game. Use it up while you can, whether you agree with me on the definition of the word glitch, I'm betting this "feature" won't last forever.
