Level 60+

It’s the end of level stories and money buildings yes. But it’s also the beginning of lots of free donuts, especially once you hit max level 939.

Levels 61 to 100 fly by quickly then it really slows down at level 101. That's when you'll want to start KEM farming.

So how do I get all the quests which occurred before I started playing? IE stonecutters? Will it never come up in a quest again unless I buy with donuts?

They won't come back unless the game devs decide to. The Stonecutters and their items are currently in the Shop.

They aren't quests as such, they were events. EA seems to be bringing more older event stuff back recently but yes, you'll have to buy most of it with donuts. That's not as bad as it sounds though. Read up about donut farming and you'll be fine. I'm a completely freemium player and have probably spent over 1000 donuts in the last few months.
