Yes. That's the max level. It's definitely possible they got there fairly. I know I did.

They also set the bar for leveling up very low when they first released the level update. It was only 40k to each level from 61-939. So when the level update hit i brought out all my SH buildings, had a base bonus of 220% +SH then fired up the exp collider and started buying bloodmobile trucks. Got to 939 in an hour
