Negative goals?
I've had that happen once or twice. Try restarting/resetting your game. That's what works for me.

Thanks everybody! I fixed it. Had to hard restart my game 5 times, what a pain and I lost all the progress on my goals that had gone negative. However, at least it's fixed.
