Neighbours system how does it work?

I've left most of my buildings untapped today & just collected the handshakes & been collecting the brown houses & kwickimart as they regenerate quickly so will still be there for new neighbours as I add them. I've come across a few neighbours with very little to tap, with 2 of them with small towns there has only been 1 available tap & I've had to go back later to get the others but I guess they are doing as I did at the start & tapping the $ as soon as they come up to get the money to expand their towns so no hardship there. I enjoy redesigning my town so I'm not bored waiting for handshakes :) There are some really amazing towns & would love to get enough money & land to to make mine as nice....something to aim for :)
