Maybe the task to decorate Other Springfield is raffled off periodically to one of the Customer Service chat representatives. The winner gets to design the town. This one is fantasizing that the missiles are pointing at customers who've filed a ticket, and are currently on hold. It would explain why the forest is so sparsely populated with trees. If you enter the town and scroll around and take a look at what's in the line of fire from those missiles, it's the residential area. And beyond that is the Krusty Burger Oil Rig.
