Next Simpson character is......

Maggie, Gil, and Sideshow Bob will never be playable. Neither will Troy McClure and Lionel Hutz. The only predictable characters left are Helen Lovejoy (probably with Jessica too), Ms. Hoover, the saxophone teacher, Lunchlady Doris, Apu's wife, Uter, and maybe Judge Snyder and Crazy Cat Lady.

No other major characters exist.

PS - the actress who played Lunch Lady Doris died years ago. So by your logic, she can never be a character. Yet you constantly say she will be, which would then mean Troy McClure and Lionel Hutz could be viable characters. Just saying

Unlike Troy McClure and Lionel Hutz, who were retired when Phil Hartman died, Lunchlady Doris wasn't retired when Doris Grau died (or rather: She was retired but revived and given a new voice actress after a few years have passed). So it does make sense to see a difference here.

For those saying "I Can't Believe It's A Law Firm" can't be a stand alone building because it's in the mall...

Well, Phineas Q. Butterfat's was also located in the mall across from ICBIALF in a few (earlier) episodes, so...

Also wouldn't mind Maggie, Courthouse updates (we have 3 cops, Snake, a jail, and no court?), or Springfield University.
